How to Start a WhatsApp API Reselling Business in India (2026)
A 2026 guide to starting a WhatsApp API reselling business in India: partner models, start-up costs, wholesale pricing, compliance and first clients.

Indian businesses want to sell, support and remind their customers on WhatsApp, but very few want to learn the WhatsApp Business API, template categories, chatbot builders and DLT rules themselves. They want someone they trust to set it up and run it. That gap is the opportunity behind a WhatsApp API reselling business — and in 2026 you can start one without building any technology yourself.
This guide walks through the decisions in order: which partner model to choose, what you need before you start, what it costs, how to price your packages, how to stay compliant and how to grow. The numbers are Botify's published partner terms; all prices exclude 18% GST.
What a WhatsApp API reselling business actually is
The WhatsApp Business API is Meta's platform for businesses that need more than the WhatsApp Business app: bulk broadcasts with approved templates, chatbots, a shared team inbox, integrations and AI. Businesses don't connect to it directly — they use a software platform built on top of it. As a reseller, you sell that platform to businesses, usually together with your own services: setting up their account, getting templates approved, building chatbot flows and running campaigns.
You don't need to become a Meta Business Solution Provider or build a Meta app. On Botify's white-label programme, Botify is the provider underneath; your clients' WhatsApp messages show their own business name, and the dashboard they log in to carries your domain, logo and colours.
Step 1: Decide whether you want to invoice clients
The most important decision is not the tier or the price — it is who sends the client the invoice. Whoever invoices sets the price, collects the money, charges GST and owns the relationship. Botify's partner ladder has four routes:
- Affiliate — you refer businesses and earn 10% of each referral's plan for 12 months. Botify sells, bills and supports. No investment.
- Certified Partner — free training and certification. You sell, set up and support clients; Botify bills them at list price; you earn a 15% recurring margin, rising to 20% from 10 active clients, plus 100% of your own service fees.
- White-label / Reseller — your own brand, domain and prices. You buy client accounts at 40–50% off Botify's list price, invoice clients under your GSTIN and pay a monthly platform fee from ₹4,999.
- District Franchise — an exclusive district with a 30% recurring revenue share, from ₹1,00,000 per channel or ₹5,00,000 for the full suite.
If you already bill clients for other services and want your own brand on the product, white-label is the route this guide focuses on. If you don't have a GSTIN or would rather not handle billing, start as a Certified Partner and move up later.
Step 2: Check you have the basics
- A registered business with a GSTIN — required to join the white-label programme and to bill your own clients.
- A client base, or the ability to sell to businesses in your market.
- People for first-line support: sales and demos, onboarding, campaigns, templates, chatbots and client billing. Botify trains them free and stays behind you as second line for uptime, WhatsApp/Meta escalations and SMS, DLT, RCS and voice routing.
Step 3: Understand the cost structure
A white-label WhatsApp business has three kinds of cost: a monthly platform fee for your tier, a wholesale price for each active paid client, and usage — the messages and calls your clients send.
- Silver — ₹4,999 a month, up to 15 active clients, 40% off list, Starter and Growth plans (WhatsApp, SMS, email), monthly contract.
- Gold — ₹9,999 a month, 16–50 clients, 45% off, all plans and all five channels including RCS and the AI Voice Agent, 12-month contract.
- Platinum — ₹24,999 a month, unlimited clients, 50% off, all plans plus Ads Manager, admin panel included, 12-month contract.
One-time costs are the ₹14,999 brand launch fee — waived if you prepay 12 months of platform fee — which covers domain and SSL set-up, your branding, two training sessions and onboarding your first three clients' WhatsApp; and the ₹30,000 admin panel on Silver and Gold. You also load an opening partner wallet (₹10,000 on Silver and Gold, ₹25,000 on Platinum), which is prepaid usage credit rather than a fee.
The wholesale price list
- Starter (list ₹1,499): ₹899 on Silver, ₹824 on Gold, ₹750 on Platinum
- Growth (list ₹3,499): ₹2,099 on Silver, ₹1,924 on Gold, ₹1,750 on Platinum
- Pro (list ₹6,999): Gold ₹3,849, Platinum ₹3,500 — not available on Silver
- Enterprise (list ₹29,999): Gold ₹16,499, Platinum ₹15,000 — not available on Silver
You pay only for active paid clients. A client in its 7-day free trial costs you nothing, and clients added mid-month are prorated.
Step 4: Price your packages on three income lines
A healthy reselling business doesn't depend on one number. You earn on three lines, and you control all of them:
- Platform margin — the difference between what you charge each client per month and the wholesale price.
- Usage markup — you buy messages and calls at Botify list rates and may charge up to 25% more. In India a WhatsApp marketing message costs you ₹0.93 and you may charge up to ₹1.16; a utility or OTP message costs ₹0.20, chargeable up to ₹0.25.
- Service fees — set-up, template writing, chatbot building and monthly campaign management. Botify takes no share of this income.
Here is how the first two lines add up for a small book. Say you have 10 clients on Growth and charge ₹3,999 a month each. On Silver the wholesale price is ₹2,099, so you keep ₹1,900 per client, ₹19,000 across ten. After the ₹4,999 platform fee that is ₹14,001 a month, or ₹1,68,012 over a year, before one-time fees. If one of those clients sends 5,000 WhatsApp marketing messages a month, that usage costs you ₹4,650 and you could bill up to ₹5,800 — another ₹1,150 from that client alone. Your service fees come on top. These are illustrations of the arithmetic, not a promise of income: the clients you win and keep decide the outcome.
It also helps to know your break-even. On Silver, a Growth client at Botify's list price of ₹3,499 leaves ₹1,400, so about four clients cover the platform fee. A Starter client at list leaves ₹600, so you would need about nine. Price your packages with that in mind.
Step 5: Pick a niche and land your first three clients
Resellers who try to serve everyone struggle to explain what they do. Pick one or two kinds of business you understand — clinics, schools and coaching centres, retailers, real-estate developers, manufacturers with dealer networks — and build two or three packages around their daily needs: appointment reminders, admission enquiries, order and payment updates, dealer announcements, festive offers to opted-in customers.
Start with businesses that already know you. Set up one real use case during their 7-day free trial — which costs you nothing — so they see enquiries answered before they pay. Step 6: Get compliance and support right
Your business depends on your clients' numbers staying healthy. Send marketing templates only to contacts who have opted in, pick the right template category (it decides the cost), honour opt-outs and follow WhatsApp's Business Policy. If you also sell SMS, sender registration on DLT is required in India. Anti-spam pauses on Botify protect every number on the platform, and Meta, telecom and TRAI rate changes reach you with 30 days' notice so you can update your rate cards.
Write down your support promise before you sign the first client: who answers, in which hours, and when you escalate to Botify. As a white-label partner you are the first line; clients never see Botify, so they will judge your brand on how quickly you respond.
Step 7: Grow into the next tier
You move up automatically at your 16th active paying client (Gold) and your 51st (Platinum), and you can move up any time before that. Gold unlocks the Pro plan — with the AI Sales Agent, RCS and AI voice — which lets you sell higher-value packages. Know one quirk: at exactly 16 Growth clients at list price, your profit on Gold is slightly lower than at 15 on Silver, because Gold's platform fee is higher. At list price it catches up by your 17th client, and sooner if you sell Pro.
Common mistakes to avoid
- Pricing below the wholesale cost to win a first client — every month then loses money.
- Forgetting GST: charge GST on your full selling price and claim input credit on Botify's invoices.
- Letting the partner wallet run low — messages and calls debit from it live.
- Selling broadcasts to contact lists without opt-in — it puts the client's number at risk.
- Skipping the free certification for the people who will actually support clients.
